Support for a just and lasting peace between Israelis and Palestinians based on the principle of two States for two peoples in accordance with resolutions 242 and 338 of the UN Security Council, including the following measures:
- an immediate and lasting ceasefire between Israel and all Palestinian factions, as a prelude to a permanent peace and normalisation of relations;
- immediate release of all hostages held in Gaza;
- unimpeded access of humanitarian aid into Gaza;
- recognition by Israel of the right of the Palestinians to live in their own State in the West Bank and Gaza Strip in peace and security, and recognition by all Palestinian factions to the right of the State of Israel and its citizens to live in peace and security;
- no place for Hamas in the future governance of Palestine;
- mutual commitments by Israel and all Palestinian factions to resolve all outstanding issues of the conflict, including borders, settlements and Jerusalem, by peaceful means and through good faith negotiations for the immediate establishment of an independent Palestinian State in the West Bank, Gaza Strip and eastern Jerusalem;
- the permanent renunciation by all Palestinian factions of the use of terrorism and other acts of violence, and a commitment to assume responsibility over all Palestinian elements and personnel in order to assure their compliance, prevent violations and to discipline violators;
- A Palestinian State to recognise trade union and human rights, respect for women and the rights of the LGBTQIA communities;
- Congress calls on the Australian Government to exercise all avenues of influence and pressure and diplomacy to achieve these outcomes.
